Who may do fraud
Keep fraud to some players, by job, Discord role or FiveM license.

As it ships, anyone may. To keep fraud to some players, set permissions.enabled = true in config.lua and pick how they're chosen with permissions.method:

A list, method = { 'job', 'discord' }, lets in players who pass any one of them.
Players who may not don't see tr_fraud's options on the third eye (ATMs, store registers, mailboxes, tellers, swiping cards, the check printer), the laptop won't sell them tr_fraud's apps, the apps they already have won't do anything for them, and the burner phone won't come out. Whatever they try anyway, the server refuses. They can still take things back out of a check printer.
Opening some parts to everyone
permissions.need says which parts need it. Set one to false to open that part to everyone:

atm = false, say, lets anyone use a cloned card someone gave them.
Discord roles
A job change counts straight away. For 'discord', tr_fraud asks Discord through a bot:
Make a bot
Make an application at discord.com/developers/applications and copy its bot's token (the Bot page, Reset Token).
Players need Discord running when they join FiveM, so it knows who they are. Their roles are asked for when they first try something, and again every discord.refresh minutes (5); if Discord doesn't answer, what it said last counts. If the token or server id is missing, the server console says so when tr_fraud starts.
